Setting up a venture capital firm in SA

What would it take to set up a VC in South Africa? One that would provide funding for small entities like viable Township businesses or other micro-enterprises. I would think that this VC would have to be run by other businessmen who are financially savvy, in order for it to work effectively. Simplistically speaking, is it a matter of getting a couple of rich dudes together and then getting some viable businesses in need? Or is it more complicated than that?
